It seems that it is indeed true; I believe you can add a socket to the existing shoes (currently 2 sockets), but the Moonlight shoes can have 3 sockets added to them.
Ghost Stones for Shoes
It is now possible to add Ghost Stone plugs to all shoes.
Current shoes can have up to 2 plugs.
Moonlight shoes can have up to 3 plugs.
The plugs can be added to shoes using the new item "Black Diamond Drill."
The Black Diamond Drill can be obtained from bosses and boss chests in the Abyss of Greed.
New Ghost Stones for Shoes Only
The new Ghost Stones for shoes are now available:
Bleeding Stone: Increases resistance to bleeding attacks
Poison Stone: Increases resistance to poison
Element Stone: Grants random power against 1 of 6 elements
Experience Stone: Increases experience gained
Resistance Stone: Increases Song Ma's will (resistance)
Vitie Stone: Increases Song Ma's will (vitality)
Moonstone: Increases attack speed
Breath Stone: A chance to confuse monsters
This new effect of the Ghost Stones for Shoes can force an existing state of "confusion" onto monsters. This can only happen through regular attacks—not through skills.
It cannot happen to players.
The Ghost Stones for the Boots can be obtained from the new dungeon "The Abyss of Greed."
